Phase 1 Opening Procedures as of May 19, 2020

We have received a number of questions regarding the start of our opening and about the screening process.  Please see the explanations below which should provide some guidance.

Overlee Opening Under Phase 1:
We anticipate starting week one when Northern Virginia, both the Commonwealth and Arlington County, gives the region the approval to go to the Commonwealth’s Phase 1 opening status.  As of today, that is estimated to be Friday, May 29th.  Once the Commonwealth and Arlington County confirm that date, it will be announced –  but we will be ready for the 29th.

Screening Questions:
We anticipate an on-line questionnaire when an individual signs up to swim regarding whether or not a member has recently or is displaying certain symptoms.  We will have other options available at our staff’s disposal should it be needed as not all of our membership is equally comfortable on the computer.

As we work toward a Phase 1 opening, we understand that the current guidance on pool openings in these early opening phases is far from a normal Overlee pool experience for our members.  The Overlee Board is committed to providing access to the club to benefit as many members as possible and in any capacity possible within the guidelines recommended by Arlington County, the Commonwealth of Virginia, applicable federal authorities and Overlee’s insurance provider.  Patience, tolerance and understanding during our phased opening is paramount to our success. 

The Board and management are also considering other actions to counteract the slow start to the season, including the possible extension of the season further into September to provide greater opportunities for members to benefit from pool use.  These actions are dependent on a number of things, including, but not limited to, availability of staff.  More information will be forthcoming as we receive more guidance.

With the disappointing announcement that the NVSL has canceled the summer swim and dive season, head Overlee cheerleader (and resident manager) Greg York and the Team Reps, along with our wonderful Overlee Coaches, see an opportunity to provide a different kind of team experience for the swim team, dive team and synchro team.

It will likely be a slow start, but we are ready to open Overlee under the applicable guidelines. Our current plans include:

  • Phase 1 – Limited opening for adult lap swimming only in structured 30-minute reserved sessions. No daily guests will be permitted. Grounds, parking lots and picnic areas closed for all recreational use.
  • Phase 2 – Family use of the pool, perhaps with assigned timeslots and at a percentage of our normal capacity to provide for proper sanitation and social distancing. No daily guests will be permitted. Grounds, parking lots and picnic areas closed for all recreational use.
  • Phase 3 – Family use of the pool with an increased percentage of our normal capacity providing for proper sanitation and social distancing.  No daily guests expected to be permitted until Overlee can open at full capacity.

Some members have inquired about refunds or partial refunds.  The Board will evaluate the potential of partial refunds toward the end of the season, once we have a better understanding of the impact to pool usage as well as an understanding of our financial position.  We say ‘our’ financial position because Overlee is an organization that is ‘owned’ by its members. 

We also understand that some of you may have other concerns regarding the COVID-19 pandemic and may not want to use the pool at all this summer.  To that end, Active Members may notify Maureen McManus, Overlee’s business manager, at [email protected] prior to 5pm Tuesday, May 26, 2020 should they wish to change their membership status for the summer of 2020.  Please note that the member approved budget for 2020 assumes 800 member families.  If active members convert to inactive members, we may continue to offer active member slots to those on our waitlist in order to strive to meet the income projections approved by the membership in February 2020 for FY 2021.  Inactive members are permitted to return to active member status in subsequent years assuming they are 1) current on inactive dues and 2) there are available active membership openings.  While our history indicates that inactive members have had the opportunity to become active again in any given year, in this uncertain time, we can’t guarantee that would be the case next year if an extraordinary number of members exercise their option to become inactive members.

Capacity restrictions are currently in the government issued guidelines for all phases of reopening.  During any restricted capacity times, daily guests will be prohibited.  Unfortunately, this would include inactive members. Overlee’s daily guest policy will be reviewed by the Board once the guidelines remove all capacity restrictions.

Overlee Pool Phase 1 Opening Procedures

Procedures are subject to change based upon guidance from Arlington County (including the ArlCo Health Department), the Commonwealth of Virginia (VA), applicable federal authorities and Overlee’s insurance provider. 

COVID-19 WARNING

  • The danger of exposure to the coronavirus that causes COVID-19 exists.
  • By entering the pool, you take responsibility for your own protection and for disinfecting your hands and anything you touch in the pool area.
  • Do not use the pool if you have a cough, fever or other symptoms of illness or have displayed such symptoms over the past 14 days.
  • Maintain at least 6 feet between you and other people who are not a part of your household.

Wear a face covering when you are not in the swimming pool. A significant number of people are asymptomatic.  Members using the pool should only do so under the assumption that staff will not know who is infected or not, will assume anyone using the pool may be infected, and adhere to the proper procedures to limit exposure by staff and other members.

Phase I Opening (Limited)
Staffing:  Overlee will open and operate with a limited number of experienced/senior staff members and lifeguards.  Staff members will be provided with masks and gloves.  A clear divider will be placed on the front desk separating staff conducting entrance screening and members. 

Lifeguarding:  Staff will use universal precautions when providing medical aid, avoiding mouth to mouth or mouth to mask resuscitation. Staff will use a bag-valve-mask or positive pressure ventilator.  Universal precautions should include, at a minimum, gloves, masks, and eye protection.

Occupancy:  Dependent on Arlington County guidelines, Overlee will allow entrance for up to 6 adult members in the Lap Pool (and 8 members in the Main Pool – if applicable) at one time only for lap swimming.  No non-swimmers allowed in the pool area.  Final number of swimmers will be determined regarding 10 feet apart Arlington County Health Department guidance. 

Permissible Usage:  Overlee will be open for lap swimming sessions only.  There will be NO tanning, sitting, congregating, swim lessons, or team activities (swim, dive, synchro, volleyball).  Social distancing is imperative for the safety of the staff as well as our members.

Guest Policy:  Members are not allowed to bring guests. 

Week 1 of Phase 1:
Extended Season Members Only:  Only extended season pass members 18 years of age or older will be allowed access to swim laps during the first week of Phase 1 opening.

Monday – Friday:  6:00am – 12:00pm*; 2:00pm – 8:00pm. 
Closed from 12:00pm-2:00pm for disinfecting and cleaning, which will also occur daily after closing.
Saturday and Sunday:  8:00am – 12:00pm; 2:00pm – 8:00pm. 
Closed from 12:00pm-2:00pm for disinfecting and cleaning, which will also occur daily after closing.
Main Pool Operating Hours:  Main Pool Closed
Social Pool Closed during Phase 1

Starting Week 2 of Phase 1:
General Active Members, Extended Season Members and Gold Card Members:  Members 18 years of age or older will be allowed access to swim laps starting in the second week of Phase 1 opening.

Monday – Friday:  6:00am – 12:00pm*; 2:00pm – 8:00pm. 
Closed from 12:00pm-2:00pm for disinfecting and cleaning, which will also occur daily after closing.

Main Pool Operating Hours: 
Monday – Friday:  8:15am – 12:15pm*; 2:15pm – 8:15pm. 
Closed from 12:15pm-2:15pm for disinfecting and cleaning, which will also occur daily after closing.
Saturday and Sunday:  8:15am – 12:15pm*;; 2:15pm – 8:15pm.

Limitations:
30-Minute Timeslot:  Only one 30-minute timeslot of lap swim, including time to enter and exit the pool area, per member per day on a predetermined schedule.  Initially, the first four sessions each day will be reserved for Overlee’s senior citizen members over the age of 65.  Management will evaluate these limits and may adjust them based on actual usage.

How to Reserve:  Members will reserve their 30-minute timeslot via an online reservation form 24 hours in advance.  Members may also call during open hours and reserve a time to swim for the next day.  Specific information regarding the on-line reservation system and call in options will be shared shortly.  You may not reserve a spot for the next day until after your previous swim and Overlee will not accept walk-up reservations. 

Pool Deck Layout:  Staff will ensure that in standing and seating areas, individuals can remain at least 10 feet apart from those not in their household.

Physical Barriers and Guides:  Staff will provide physical cues, pylons, or barriers (for example, lane lines in the water or chairs and tables on the deck) and visual cues (for example, tape on the decks, floors, or sidewalks) and signs to ensure that staff and members stay at least 10 feet apart from those they don’t live with, both in and out of the water.

Bathhouse Usage:  Bathrooms will be for emergency use only, changing areas will be unavailable, and taking showers will be prohibited.

Decks:  All upper decks and grass areas will be closed and off limits.  

Food/Grilling:  No food, coolers, or grilling will be allowed – only water bottles will be allowed in the pool areas.  Please fill your water bottle at home as the water fountains and sinks will not be available. 

Equipment/Kickboards:  Overlee will not have any kickboards or other swimming equipment available for usage. 

Disinfecting Chairs:  Overlee staff will disinfect chairs between use, if needed. 

Shower at Home:  Overlee requests that every member shower at home before coming to the pool and be ready to enter the water immediately after entrance wearing his/her swimsuit and with all necessary equipment. 

PPE:  Members must provide their own personal protective equipment (PPE), such as face coverings, gloves, etc. and must wear a face covering on Overlee property when not in the water.  Face coverings must fully cover nose and mouth.  These may be fabric face coverings, surgical masks, N95 masks, etc. 

Entering:  Members must wear a face covering and enter via the front gate (pylons/cordoned off as 2 separate areas).  Prior arrangements will be made directly with members of limited mobility to enter through our ADA entrance at the rear gate.  Upon entry, swimmers will place clothes in a designated chair in front of his/her designated lane.  Members must wait in their cars or in designated area until their reserved time.  A staff person will signal the member when it is appropriate to enter and ensure the member is wearing a face covering.  Avoid touching any railing, fences, tables, barriers, etc. 

Screening:  All staff and members will be screened prior to entering the pool.  Members will:

  1. Scan Membership Card
  2. Present printout or device with satisfactory result from online health screening

Only when the screening parameters have been successfully completed by the member will he/she be allowed to enter the pool area. 

Lap Lane Usage:  Only lap swimming will be allowed.   Members must not wear face coverings while swimming.  There will be one swimmer per lane, with stopping allowed only on alternating sides.  Unless in an emergency situation, no two swimmers in adjacent lanes should ever stop at same end.  Maintain appropriate social distancing from other swimmers when entering, exiting, and/or taking a break.

Exiting:  Members must put on their face covering when completing their laps.  Members must leave the pool area through the back gate immediately wearing their swimsuit and with all their equipment at the conclusion of their 30-minute timeslot.  Any items left will immediately be discarded. 

Revocation of Membership:  The management has the right to ask anyone to leave the grounds.  Any members not following the limitations listed above will lose their member privileges in accordance with the Bylaws.

Our Phase 2 opening plans are underway and, subject to guidance, will likely include family use of the pools.
