Membership in the Overlee Community Association, Inc. is limited to families living in Arlington, Falls Church, and McLean. Each membership must be approved by a majority of the Board of Directors, or as delegated to the Chairperson of the Membership Committee.
Each General Membership shall be based on a household residing at a single address. A “household” for purposes of Overlee membership, is defined as a family of two or more related persons, or as an individual. Members of a household who are entitled to use the Association facilities under a General Membership include spouses, parents, children, grandchildren, and other relatives who are living year round at the address, and children who are full time students who are dependent upon the member for support and who reside at the address between school terms.
The General Membership is owned by the member(s) of record who are the the original, adult purchasers of the membership household. Each eligible member of the household is issued a membership card. When family structures exist which are not covered above, one of the members of record may submit a written request to the Board of Directors for additional membership cards. This covers singles, divorced persons, etc.
Annual Membership Renewal
General Members approve annual dues and related fees by approving Association Budget at the annual general membership meeting held in February. Soon after this meeting, each General Member will be sent a Membership Renewal notice. General Members then choose the membership plan that best suits their family and pay their dues. - For members who joined after Feb. 13, 2002, the inactivity fee must be paid directly

It is the member’s responsibility to notify the association of any changes in their postal or email address that may affect receipt of their membership renewal notice.

New Membership via “Transfer”
Two exceptions to the standard waiting-list process are real estate transfers and family transfers, both of which are offered at the discretion of the Overlee Board of Directors. These “transfers” of membership are actually better described as policies that permit priority status on the waiting list under special circumstances. These policies do not constitute a contract and neither “transfer” conveys any financial discount to the recipient. Also, the Overlee Board reserves the right to require that an applicant requesting an Overlee membership under one of these exceptions provide reasonable evidence of the underlying real estate transaction or family affiliation, as the case may be. Finally, in the event that there are more requests for membership through these two types of “transfers” than are spots available in a given year, then the order of priority for membership is family transfers first (on a first come, first served basis), then real estate transfers (also on a first come, first served basis). So far, this has never happened.
Real Estate Transfers
A family buying a home from an Overlee member is eligible to receive priority status on the waiting list provided that the member is an active member (i.e., paid annual dues for the most recent summer season) at the time of the sale. In order for a real estate transfer to take place, the following must happen:
- The member must resign from Overlee in writing, close his/her/their account with Overlee and state on the resignation form that the purchaser of their home is interested in an Overlee membership.
- The purchaser must then apply for membership (and pay the application fee) and indicate on the application that they are applying for a real estate transfer of the seller’s membership.
The prospective member will then receive priority status on the waiting list, and will be offered a membership the next time spots are available, presumably the following February or March. At that time, they will be required to pay both the then-prevailing fees associated with the new membership and the annual dues in effect at the time of the transfer. The purchasers are eligible for a “real estate transfer” any time up to one year after the date of settlement for the purchase of the member’s home. Beyond that date, the purchasers are no longer eligible for a real estate transfer and must apply for membership via the usual waiting list process. The Overlee membership cannot be “given” or “sold” through a real estate transaction. The control of the membership remains with Overlee in regard to both availability of membership and payment of fees.
An adult son or daughter of an Overlee member is eligible to receive priority status on the waiting list through a family transfer. The procedure is the same as for a real estate transfer with the exception that the member is not required to be active at the time of the transfer. In order for a family transfer to take place, the following must happen.
- The member/parent(s) must resign from Overlee in writing, close his/her/their account with Overlee and state on the resignation form that they are transferring their membership to a family member.
- The son or daughter must then fill out a membership application and pay any applicable fees.
At this point, the family member will receive priority on the waiting list, and will be offered a membership the next time spots are available, presumably the following February or March. At that time, they will be required to pay both the then-prevailing fees associated with the new membership and the annual dues in effect at the time of the transfer. The Overlee membership cannot be “given” or “sold” directly to a family member i.e., the name on a membership cannot be changed without going through the application process. Also, an Overlee membership cannot be inherited i.e., when both the primary and secondary members on the membership have died, the membership is considered closed and, upon request, any remaining capital contribution will be sent to the estate of the deceased. However, if an adult son or daughter is included on the membership at that time and would like to continue the membership, a family transfer may be initiated and all fees associated with a new membership will apply. Family members who are not included on the membership when it is closed are not eligible for priority status on the waiting list through a family transfer. The control of the membership remains with Overlee in regard to both availability of membership and payment of fees.
In the event of a divorce or separation of an Overlee family, the membership is handled on an exception basis. The membership chair should be notified of the change in marital status. Generally, upon request (and after payment of the annual dues), Overlee cards will continue to be issued to both parents, if desired, even if they are not living in the same house. It is up to the member to decide which address will retain the Overlee membership. Only one address will be retained in the membership database and that address will be used for all mailings and the directory listing. It is anticipated that the need for such special arrangements is, in most cases, temporary. Additionally, this arrangement cannot evolve into two memberships over time. If two separate families are created and both desire an Overlee family membership, then the parent living at the address not holding the Overlee Membership must apply for a separate membership. The second membership will be eligible for priority status on the waiting list and all application and new membership fees will apply.
Special Pool Privileges
The Overlee Board may, from time to time, grant special pool privileges/passes to certain individuals such as the families of past Overlee managers, employees, and volunteers who have made a significant contribution to the Overlee community. The criteria for determining an individual’s eligibility include the person’s past or current contributions to Overlee, the person’s special circumstances that warrant special privileges at Overlee, the public interest, if any, that is served by a grant, the impact of such grant of privileges on the Overlee membership at large and on Overlee policies and such other criteria as may be deemed appropriate by the Membership Committee. The list of recipients is reviewed and approved by the Membership Committee and by the entire Board at least once each year.
If you would like to resign your Overlee membership and request return of your capital contribution, please print out the PDF Resignation Form and send it back to Overlee (instructions are on the form). Capital Contribution refunds are available only to members joining prior to 2002. The return of the capital contribution is at the discretion of the Board of Directors and is subject to the availability of funds held on account for this purpose. The check will be issued to the person (or persons) whose name(s) appears on the membership records of Overlee.
Please consider “giving back” to Overlee by requesting inclusion in “Friends of Overlee”—a group of former Overlee members who opted to forego return of their refundable capital contribution. In order that members choosing this option are recognized for their generosity, a list of “Friends of Overlee” will be maintained and published annually in the January newsletter.
